Sean Muigaen serves as the lead attorney in the East region of Tennessee for DCS. Termination of Parental Rights (TPR) means that a person’s rights as a parent are taken away and that person is no longer the child’s parent in the eyes of the law.
Mr. Muigaen discusses the role of the legal division at DCS in cases where a TPR promotes permanency for a child in foster care. A TPR must be filed for a child to be adopted and is therefore a critical step to ensure permanency for a child.
