In this episode of The Inquisitive Tongue, foodie host Nanette Wiser visits St. Pete Beach's historic neighborhood where the Don Cesar, Suntan Arts Center and The Wharf Waterfront Restaurant & Bar have rebounded from last year's hurricanes. We spoke with Stanton Chevalier, the General Manager about storm, rebuilding and their new docks, refreshed patio and open-air dining room. HISTORY Once a fish processing plant, The Wharf opened as a restaurant and sports bar in 1994, but can trace its history back to 1912. Says the website: "That Was The Year Heber Bell Set The Original Pilings For The Building That Today Is The Wharf. The Bell Family Was One Of The Founding Families In The Bustling West Coast Fishing Industry. During The 1930'S, The Building You Are Sitting In Was A Processing Plant That Was Handling Thousands Of Pounds Of Fish Per Day! One Of The Pictures In The Hallway Shows Several Trawlers Unloading Their Catch On The Backside Of The Building. It Was During This Time Period That Heber Bell Befriended A Man Named Clarence Birdseye And Together They Developed A Quick Freeze Method For Freezing Fish And Vegetables. Although Heber Bell Decided To Keep His Operation Local, Mr. Birdseye Went National And Became The Original Leader In Frozen Foods. The Bell Family Continued In The Fish And Frozen Fish Business; And Even Today, Robert Bell (Third Generation) Operates A Large Deep Freeze Packaging Plant In St. Petersburg. The Pictures In The Hallway Are Remarked Originals From The Bell Family Photo Albums." The 35th anniversary of the Americans with Disabilities Act (ADA) will be on July 26, 2025. The ADA is a landmark civil rights law that prohibits discrimination based on disability in various areas, including employment, transportation, and public services. St. Petersburg, Florida has been ranked as the #7 best city in the nation for people with disabilities, according to a new comprehensive 2025 analysis conducted by Trajector Medical, a leading provider of medical evidence services. This recognition highlights St. Petersburg’s commitment to health care access, affordability, and economic opportunity for residents with disabilities. St. Petersburg, FL earned a relative score of 83.40 out of 100 in Trajector Medical’s evaluation of 141 major U.S. cities. St. Petersburg’s achievement demonstrates a citywide commitment to removing barriers and ensuring that people with disabilities have access to health care, affordable housing, and related community resources. The city’s top ten ranking is attributed to: Economic Opportunity: Residents with disabilities have the seventh highest median earnings compared to those without disabilities ($1,215 less). Health Care Access Fourth highest number of Medicare-registered nursing homes per 100,000 people with disabilities (74.70). Eighth highest number of beds available at Medicare-registered nursing homes per 10,000 people with disabilities (806.13) Affordability Twelfth lowest percentage of income spent on mortgage payments (4.3%), making homeownership more attainable for residents with disabilities. Why It Matters Nearly one in seven Americans (13.6%) has a disability, according to the U.S. Census Bureau. However, access to essential services, affordable housing, and employment opportunities varies widely. Trajector Medical’s study highlights this disparity but also underscores the crucial role of inclusive city planning and technology adoption in bridging this gap and supporting Americans with disabilities. Methodology Trajector Medical evaluated 141 U.S. cities using 14 metrics across accessibility, affordability, and health care—analyzing nearly 2,000 data points. Pinellas County offers a wide array of services for people with disabilities, including vocational rehabilitation, social security benefits assistance, independent living skills training, transportation, and housing assistance. Organizations like the Disability Achievement Center , Parc Center for Disabilities , and Boley Centers provide various programs and support for individuals with disabilities and their families. Additionally, CareerSource Pinellas employs a Disability Program Navigator to assist job seekers with disabilities. In this episode of ECKERD COLLEGE NEWS, learn about Eckerd College's Ryan Dilkey (right in photo), who leads the Waterfront and Eckerd College Search and Rescue Team programs. A fixture at Eckerd College since the 1990s, Associate Director of the Waterfront Program Ryan Dilkey ’98 has guided decades of students through the Waterfront and the Eckerd College Search and Rescue Team . His longtime service will be commemorated for future generations of students with the creation of the Ryan Dilkey ’98 Endowment for EC-SAR. Spearheaded by a generous $100,000 gift from Crystal Moser McCormick and Dain McCormick—friends of Dilkey and his wife, Jenn—the endowment will support EC-SAR in its mission of education through service and keeping Tampa Bay boaters safe. The EC-SAR Team was founded in 1971 in an effort to provide safety services for the College’s watersports activities. In 1977, EC-SAR extended its rescue services to the Tampa Bay boating community. EC-SAR received its first test of international proportions when the team was one of the first rescue units to respond to the Skyway Bridge disaster in May of 1980. The program has since grown to become one of the most respected search and rescue organizations on the West Coast of Florida. Dilkey served on the EC-SAR Team as a marine science student and began working as shop supervisor at the Waterfront after his graduation in 1998 but was called up to serve in the U.S. Coast Guard in 2001, post-9/11. He returned in 2006 as EC-SAR coordinator, rising to assistant director and then associate director of the Waterfront Program. 7/22/2025 In this episode of Pet Tips, host Nanette Wiser talks about the need for animal foster parents - primarily kittens, but also dogs and animals recovering from medical procedures or with special needs. Animal shelters and pet rescues welcome your help; just check their websites. I recently visited and learned about the Foster Program at SPCA Tampa Bay to learn more about these precious fur-babies who need our help and what you need to know. Email: foster@spcatampabay.org. Here's some of what I learned about fostering a kitty or cat. 1) Helps Increase Adoptions: Every rescued kitty that moves into a foster home frees up space for one the rescue wouldn’t be able to take in otherwise. It’s that simple. More foster homes mean more cats saved. Some rescues don’t actually have physical locations. Some cats come into the shelter in great physical and mental shape and can go up for adoption right away. They may not need fostering. However, the support of foster families who take in other long-term cases means more resources are available to quickly transition the ready-to-adopt kitties. 2) Keeps Adopted Cats in Their Own Homes: In some cases, foster homes provide a much-needed opportunity to see how a rescued cat will react in a home environment, before going up for adoption. It’s a chance to discover and work through any behavioral issues, provide training and socialization, as well as allow a kitty to decompress and readjust before adoption. This can be the difference between a successful adoption and a return to the rescue. 3) Helps Rehabilitation: For those willing to take rehabilitation cases, fostering is wonderful for kitties going through medical recovery, resolving behavioral problems, or in need of socialization (learning how to interact with people and/or other animals, deal with stressful situations, and manage emotional and physical reactions to different stimuli). Having a calm space, and someone dedicated to helping the cat heal, makes for a smoother and speedier recovery. 4) Helps Cats in Need: We tend to think of rescued cats as strays living on the streets and maybe finding a bit of relief inside the rescue facility. While that’s true for many cases, it’s certainly not every case. Sometimes owners may give up a cat if they feel they are not able to care for them financially. Sometimes elderly pet owners may find they’re unable to keep up with the physical demands. 5) Provides Pre-Adoption Assessment and Adjustment : It’s a safe bet that a kitty in the rescue environment isn’t showing their true personality. Shelter staff may conduct behavior assessments and get to know a cat as best they can. But it’s not always a 100% reliable evaluation with all the stress and stimuli of a rescue environment. If the same kitty is moved into a foster home, it’s a totally different story. As a foster parent, you have the opportunity to see what kind of lifestyle the cat will thrive in, their likes and dislikes, whether they have any training or behavioral issues, fears, or special needs to be addressed. This insight is invaluable when the rescue organization is trying to place the cat with the perfect forever family. The rescue counts on these insights to find the best possible adoption match for the kitty. You’re also giving the cat a chance to settle back into themselves, shake off past negative experiences, let down their guard, and become a family member again before they step into their forever home. The last thing anyone wants is for an adoption to turn negative and a pet to be returned. But it happens.
