Ramsey Rioux and Kenneth Lutz were two Indigenous boys living in foster care in Burnaby, BC . When the 13-year-olds disappeared in December 1989, RCMP put little effort into looking for them. It wasn't until a skull was identified in Stanley Park almost a decade later that police discovered that they weren't missing. The boys were murdered.
