Tracy talks about the concept of the "Axes of Conflict" and how they can help you define what's most important about your setting for PCs to engage with. We also touch on this problem in terms of defining the setting's in-game goals. What do you reward your PCs for doing in the world, and what are the variety of ways they can accomplish them? All this helps create a congruent, coherent universe that has something to say and makes players excited to engage with your creation.
