After Luciano organizes the removal of Salvatore Maranzano, he institutes significant changes to the American Mafia. Luciano’s most notable innovation is the creation of a governing body known as The Commission. The hope is that The Commission – made up of mob bosses from across the country – will resolve internal conflicts and avoid another major war. In 1935, The Commission faces its first big test when Dutch Schultz, an infamous New York gangster, wants to kill an ambitious federal prosecutor named Thomas E. Dewey.
