این سند به بررسی یک رویکرد سیستماتیک برای انتخاب شاخص‌ها به منظور نظارت بر آب، فاضلاب و بهداشت (WaSH) می‌پردازد. این مطالعه خلأهای موجود در روش‌های رایج انتخاب شاخص‌های WaSH را شناسایی می‌کند، با اذعان به اینکه این روش‌ها همواره به کار گرفته نمی‌شوند. محققان شش مرحله روش‌شناختی را برای انتخاب شاخص‌ها پیشنهاد می‌کنند که شامل تعریف هدف، انتخاب چارچوب مفهومی، جستجوی شاخص‌های کاندید، تعیین معیارهای انتخاب، امتیازدهی شاخص‌ها بر اساس معیارها، و انتخاب مجموعه نهایی شاخص‌ها است. این رویکرد ساختارمند به منظور افزایش شفافیت و اعتبار در نظارت بر WaSH طراحی شده است. هدف نهایی این است که داده‌های گردآوری‌شده برای تصمیم‌گیری‌های سیاستی و عملیاتی در جهت بهبود شرایط WaSH، به ویژه در کشورهای کم‌درآمد و متوسط، مفید واقع شوند.
