Inspector Carr receives a phone call from the Operations Division about some information from the Foreign Office. Inspector Carr is told that a man named William Banbury is coming from the Foreign Office to speak with him. It seems that there is some doubt as to whether a man they found dead was murdered or committed suicide. The dead man was Sir Roland Makepeace. After Mr. Banbury arrives, he says "Inspector Carr, there's nothing to indicate that he was murdered. Sir Roland was head of our Eastern European Division and was on the point of preparing a memorandum that would profoundly affect the member states of the North Atlantic Treaty Organization". Inspector Carr says "Mr. Banbury, you wouldn't have got in touch with Scotland Yard unless you yourself were pretty certain that this gentleman was murdered. Have you any other reasons for suspecting foul play other than some foreign power wanting to stop him from issuing his memorandum?"
