The 1990s-early 2000s embraced conspiracy theories as a default setting. We noted this in The Doug Movie, A Goofy Movie and nearly every other animation that took place in the 80s-90s. They all had a vibe of inherent apolitical distrust in the government and media.
Recess: School's Out taps directly into that in multiple ways, and we try to point out as much of it as possible in this episode.
