Stewart Baker is a partner in the Washington law firm of Steptoe & Johnson. From 2005 to 2009, he was assistant secretary for policy at the U.S. Department of Homeland Security. Prior to that, he served as general counsel to the Silverman-Robb Commission, investigating the failures of U.S. intelligence on Iraqi WMD. From 1992 to 1994, he was general counsel of the National Security Agency.
