About Jim and the High Tech Foundation...

Mr. Estep is the CEO and President of the High Tech Foundation, and has served in this role since 2000. Over the years he has led strategic efforts to build a knowledge sector in north-central WV.

This includes the nationally competitive I-79 Technology Park in Fairmont, which has been the premier economic diversification initiative in West Virginia, serving as a recruitment tool for federal operations that provide significant contracting opportunities to companies like Trilogy, who provide technology services.

For the past 15 years, Technology Park has become home to agencies like NOAA (National Oceanic and Atmospheric Administration, and US Department of Commerce cybersecurity headquarters. The federal operations in the park have provided over $1 Billion in contracting opportunities in the past 6 years alone!
