Reparations and apologies for someone ELSE'S behavior??

I have a fundamental question: can you apologize for what someone else is done? Obama tried that by going on the “Apology Tour,” personally apologizing for how evil America is. But if my friend Jack does something offensive, can I apologize on his behalf? The answer is NO! People who committed the offense do the apologizing. What about reparations? Democrats are calling for us to pay the descendants of slaves roughly a trillion dollars for enslaving their ancestors ten generations ago. Two questions: Should people who never owned slaves have their money taken from them and that money given to people who never were slaves.? It’s what Democrats are asking for. And that’s a really big ask because it has no basis whatsoever in logic!
