Federal courts are hampering the Trump administration's plans to shrink the federal workforce and reshape agencies, but it would have a lot more authority to proceed with these plans under a Senate committee's proposal, changes under consideration by members of the Senate Homeland Security and Governmental Affairs Committee would allow the administration to move forward with reorganizations with minimal interference from Congress or the courts.
