In 2001, Vice President Dick Cheney (as President of the Senate) ignored the parliamentarian’s advice on a budget-related point. That parliamentarian, Robert Dove, was later replaced.

So while the parliamentarian is highly influential and usually followed to preserve procedural norms, the Senate majority and presiding officer are not bound to their advice.
